Scope of Review

DNS Abuse (Registrar Review)

Based on ICANN SAC115 consensus guidance, the following are treated as DNS abuse and will be reviewed and handled by us:

Malware — domains used to distribute malicious software
Botnet — domains used as command-and-control servers
Phishing — domains used in phishing attacks
DNS poisoning/hijacking — DNS hijack or redirection
Spam — used as a malicious distribution vector
Other illegal activity — unlawful use at the domain layer

Non-DNS Abuse (Referral Guidance)

These are not directly handled as registrar abuse cases; we provide guidance on the appropriate escalation path:

Trademark dispute → UDRP/URS/court action
General spam → 12321 / relevant authority
Content infringement → hosting provider/court
Unfair competition → court/market regulator
Illegal information → 12377 / cyber police
CSAM → law enforcement/INHOPE
